The interview with Yves Cabannes, If the State regulates the market – and this is public policy – it can implement a redistributive social policy conducted by Sílvia Jorge (CiTUA-IST) and Sílvia Viegas (CIAC/UAlg) is part of the 45th edition of the journal Cities, Communities and Territories, published under the theme “Access to housing and Covid-19: readings from the metropolitan areas of Lisbon and Porto”, co-edited by the same researchers.
“In this interview Yves Cabannes addresses matters regarding the access to adequate housing during the pandemic of Covid-19, taking into account the structural problems and challenges, consolidated or emerging. Cabannes focuses, on the one hand, on the main dimensions that influence or determine access to housing and, on the other hand, the paradigm shift inherent in the transition from a social housing policy to a social policy on housing. Four structuring ideas are highlighted: (1) strategies to face the crisis aimed at the most vulnerable communities; (2) public policies and instruments that guarantee the right to housing; (3) fiscal policies, regulation of the market and investments for a better redistribution of resources and opportunities; and (4) concrete examples, the example of the Community Land Trusts”.
